Description
The HSE Manager is responsible for leading, implementing and monitoring the Health, Safety and Environmental (HSE) management system across the project. Duties include ensuring compliance with established project regulations, client and consultant requirements and company policies, conducting risk assessments, developing and enforcing safe work practices, and leading incident prevention programs. The role requires strong leadership and communication skills to liaise effectively with clients, consultants, and project teams, while fostering a positive safety culture.
Qualifications
Bachelor’s degree in Engineering or Master’s degree in Science.
Minimum of 15 years of experience in Health, Safety, and Environment management within construction and oil & gas projects.
Preferably with KOC experience and prior approval related to HSE.
Certified in internationally recognized HSE certifications (e.g., NEBOSH, IOSH, OSHA, ISO 45001, or equivalent).
Proficient in HSE management systems, risk assessments, incident investigation, emergency response planning, and HSE auditing.
Strong communication, leadership, and coordination skills to engage effectively with clients, consultants, and project teams.
Demonstrated ability to build a positive safety culture, enforce compliance, and influence safe behaviors across all levels of the organization.
Must have valid residency in Kuwait
Responsibilities
Ensure effective implementation of the established Health, Safety, and Environmental policies, standards, and procedures with accordance with project requirements, specifications and industry best practice.
Conduct hazard identification, risk assessments, and recommend appropriate control measures to minimize workplace risks and incidents.
Monitor project activities to ensure compliance with local laws, regulations and client HSE requirements.
Plan, organize, and supervise the delivery of HSE inductions, toolbox talks, and awareness campaigns to enhance the safety culture among project employees and subcontractors.
Lead accident/incident investigations, prepare reports, and implement corrective and preventive measures to avoid recurrence.
Maintain effective communication and coordination with client representatives, project team, and internal stakeholders on HSE matters.
Performs other duties and responsibilities as assigned, in line with the role and organizational requirements.
